The Complaint Process
If you believe your child's rights have been denied, the law provides a way for you to file a complaint. You may file with the Pennsylvania Department of Education's Bureau of Special Education, Division of Compliance, Monitoring and Planning, 333 Market Street, Harrisburg, PA 17126-0333. To file a complaint you must include specific information and suggest a resolution for the problem to the extent known. When you file a complaint with the state, you must also send a copy to the educational agency.

Before you file a formal complaint, you may want to speak with the Special Education ConsultLine. A Specialist will provide important information about the complaint process and inform you of other options that may be available for addressing your concerns.
